Henry – the best time to reach me by phone today is right now or at 1:15. Tomorrow morning is better.
If this is the NW corner of 21st and Adams, vacation of right of way is needed and probably a subdivision plat are needed in addition to rezoning.
The next deadline for rezoning applications (regular zoning – not PUD zoning) is September 1. A complete application received by that date will be scheduled for an October 16th Planning Commission meeting, with potential for it to be decided by the governing body in November.
Please contact Annie Driver or me to schedule a pre-application meeting. We can meet regarding the zoning first, but I suggest you get feedback from other city staff (traffic engineering especially) prior to a rezoning application. It looks like we can get a pre-app meeting scheduled for Thursday, August 24th if that works for you and your civil engineer. We can talk about the zoning application before that. A property description will be needed for the rezoning app, and that could be more difficult than normal because of the way the land is platted currently.
