Dear Spencer,

I wanted to express my gratitude for the recent Realtors roundtable discussion, where your openness to receiving ideas and ordinances for consideration by the City Council truly inspired me. I firmly believe that as residents, it's incumbent upon us not merely to critique existing processes but to actively contribute ideas to enhance our community.

One particular matter that has weighed on my mind for quite some time is the issue surrounding Lauren's Bay. I've long held reservations about the city's policy of placing the entire burden of community enhancement on developers. Additionally, the non-payment of real estate taxes on the property for a decade troubles me deeply. However, I've come to see that the current landowner might not have been the original developer, leading me to ponder the concept of forgiveness.

Attached herewith is a draft of an ordinance I've conceptualized. However, before officially submitting it to you, I took the initiative to speak with Mr. Jim Klausman. To my astonishment, he presented a viable solution for Lauren's Bay, one that not only resolves the tax issues but also paves the way for the development on the parcels through the RH ID program.

What baffled me further was learning that the city manager has never reached out to Mr. Klausman. Despite my numerous attempts via emails and phone calls, I have yet to receive a response from the interim city manager. It seems incredulous that someone as capable as Mr. Klausman faces similar challenges in communication with the city.

I am not Mr. Klausman's spokesperson, but I strongly urge you to reach out to him. Engage in a dialogue about the issues he encounters with the City of Topeka. There shouldn't be any impediment hindering the development of Lawrence Bay, especially if there's a viable plan on the table. It is imperative that we muster all our resources to formalize and navigate it through the bureaucratic maze of Topeka.

Moreover, the process of hiring a city manager should not pose insurmountable challenges. If our elected officials lack the qualifications to undertake such a responsibility, perhaps it's time for new appointments. It is disheartening that internal promotion seems unattainable.

I trust that you share my earnest desire to see positive change in our community. Your attention to these matters and proactive engagement would be instrumental in propelling Topeka towards progress and prosperity.
